Resolution № 930 on the collective sites functioning

On 1 September, the Cabinet of Ministers adopted the Resolution #930 on collective sites, a comprehensive policy addressing crucial aspects related to the well-being and living conditions of internally displaced persons (IDPs).

Key components of the resolution include defining the collective sites, mechanisms of payments for stay and compensation for the utility bills, establishing procedures for site ‘legalization’ and closure, setting minimum humanitarian standards, and safeguarding the tenure security of residents. Additionally, the resolution emphasizes the responsibilities of authorities and site managers, the rights and obligations of IDP residents, and the establishment of annexes defining the rules of stay and agreements between the site and IDPs.

One of the notable highlights is the setting minimum standards, focusing on essential aspects such as space arrangement, protection, functional  basic engineering systems, sanitary and hygienic places. These standards seek to ensure proper living conditions, access to basic facilities, and protection mechanisms for the inhabitants of collective sites.

The resolution emphasizes the need for prioritization, focusing on the consolidation and technical upgrade of collective sites. It calls for coordination among stakeholders, including the local authorities, and partners, to ensure the successful implementation of the outlined measures.

The resolution stands as a testament to the government’s commitment to providing sustainable solutions and safeguarding the rights of internally displaced persons in Ukraine.
