Guidelines for Settling Internally Displaced Ukrainians in Renovated MoveUkraine Facilities

MoveUkraine is a charitable organization registered in accordance with the current legislation of Ukraine. Our main activity is to renovate and build new housing “turnkey” for internally displaced persons (IDPs) in Ukraine. One of our missions is to help people who have lost their homes due to the full-scale armed aggression of the Russian Federation find safe and comfortable housing. By adhering to the current legislation of Ukraine, we ensure the rights of IDPs to dignified housing conditions.

According to the legislation, internally displaced persons have the right to temporary housing. This right is guaranteed by the Constitution of Ukraine, the Housing Code of Ukraine, the Law of Ukraine “On Ensuring the Rights and Freedoms of Internally Displaced Persons,” the Resolution of the Cabinet of Ministers of Ukraine dated September 1, 2023, No. 930 “Some Issues of the Functioning of Temporary Accommodation Places for Internally Displaced Persons,” the Resolution of the Cabinet of Ministers of Ukraine dated April 29, 2022, No. 495 “Some Measures for the Formation of Housing Funds Intended for Temporary Accommodation of Internally Displaced Persons,” and other normative legal acts regulating the social protection of IDPs.

To get free housing, an internally displaced person must be registered with the social protection authorities and obtain IDP status. To acquire IDP status, a person needs to submit an application and receive the relevant certificate at the Center for Administrative Services (CAS) at their new place of residence. The certificate confirming IDP status can be obtained through the “DIIA” internet application.

For registration as an IDP needing temporary housing, a person must submit an application in the prescribed form to the authorized body (the relevant village, town, or city council) within the territory where the person is registered in the Unified Information Database of IDPs. The application must include information about the applicant’s family composition, the need for special living conditions (e.g., for persons with disabilities), and other necessary information. Copies of documents confirming the information provided in the application must be attached.

Temporary housing for IDPs is allocated by the authorized body based on the order of submitted applications and prioritization. Priority is given to families of servicemen among IDPs who are participating or have participated in combat actions to restrain the full-scale armed aggression of the Russian Federation against Ukraine, persons who have experienced repeated internal displacement due to this military aggression, large families, persons with disabilities, veterans, and other categories of citizens requiring special attention.

Upon the decision to settle IDPs and their family members, the authorized body issues a warrant for accommodation in the housing facility. Additionally, IDPs sign a rental agreement for the housing, which specifies the rights and obligations of the parties, the term of residence, the procedure for paying utility services, responsibilities, and other essential conditions.

After receiving the warrant and signing the agreement, IDPs receive the keys to their new housing and can begin moving in.
