Internal Mobility and the Return of Ukrainians as a Driver of Economic Recovery

On April 23, 2026, an expert online discussion on internal mobility and internally displaced persons (IDPs) took place within the development of the State Migration Policy Strategy of Ukraine until 2035. The event was organized by the Ptoukha Institute for Demography and Social Studies of the National Academy of Sciences of Ukraine, the Association of International Employment Agencies, and the NGO “Migration Policy Office” with the support of the International Renaissance Foundation.

The discussion focused on the role of internal mobility, IDP integration, and the creation of conditions for the return of Ukrainians from abroad as key factors for economic recovery and the preservation of human capital.

Antonina Berezovenko, Director of MoveUkraine, emphasized the importance of reintegration of IDPs into society and the development of human capital through education, as well as the need for a deeper understanding of people’s real needs:

“We are truly the organization that responds to people’s needs… we try to fill the gaps that exist in policies regarding internally displaced persons. Today, this is a very diverse group – from civilians to veterans. That is why it is important to combine macro-level research with micro-level understanding to clearly identify what displaced communities actually need.”

Participants stressed that internal mobility should be treated not as a consequence of war, but as a policy tool – ensuring access to employment, housing, education, and development opportunities. This also directly influences Ukrainians’ decisions to return from abroad.
